为提升新形势下境外人员管理服务水平，鼓励境外人士真正适应和融入常州当地生活，常州市公安局出入境管理支队于2021年9月15日向西太湖国际人才社区授予境外人员服务中心（移民事务服务中心）铜牌，并针对涉外企业进行关于外国人签证、证件的专题宣讲。

In order to improve the management and service level of overseas personnel under the new situation and encourage overseas people to really adapt to and integrate into the local life of Changzhou, the Entry-Exit Administration of Changzhou Public Security Bureau awarded plaque of OVERSEAS PERSONAL SERVICE CENTRE (IMMIGRATION SERVICE CENTRE) to Xitaihu Lake Community on September 15th, 2021, and conducted introduction on  visa application and related policies for foreign-related enterprises.

境外人员服务中心（移民事务服务中心）的工作职责包括：

1、开展涉外法律、法规的宣传、咨询，增强境外人员遵守中国法律的意识；

2、介绍当地风土人情和社会治安情况，发放警方提示等宣传资料，增强境外人员安全防范意识；

3、为境外人员办理住宿登记手续，提供出入境证件办理咨询、指导，为境外人员提供签证证件到期提醒服务；

4、接受涉外报警求助，调解化解涉外矛盾纠纷，组织境外人员参与社区公益活动；

5、为境外人员租房、就业、学习、纳税、办理营业执照等提供相关咨询、服务；

6、征询境外人员对政府部门特别是公安机关涉外管理服务工作的意见和建议，并及时处理或向有关部门反映。

The responsibilities of overseas personnel service center (Immigration Affairs Service Center) include:

1. Carry out publicity and consultation on foreign-related laws and regulations to enhance the awareness of overseas personnel to abide by Chinese laws;

2. Introduce local customs and social security, distribute publicity materials such as police tips, and enhance the safety awareness of overseas personnel;

3. Handle residence registration procedures for overseas personnel, provide consultation and guidance for applying entry-exit certificates, and provide reminder services for overseas personnel when their visa certificates expire;

4. Accept foreign-related alarm and offer help, mediate and resolve foreign-related contradictions and disputes, and organize overseas personnel to participate in community public welfare activities;

5. Provide relevant consultation and services for overseas personnel in renting houses, employment, study, paying taxes, handling business licenses, etc;

6.Take advice from overseas personnel on the foreign-related management services of government departments, especially public security organs, and deal with them in time or report to relevant departments.

西太湖国际人才社区是常州西太湖科技产业园贯彻落实常州市“国际化智造名城 长三角中轴枢纽”的城市定位和“532”发展战略，打造的全市首个国际化社区。今年5月启动运营以来，一批国内外创新创业人才和服务机构纷纷入驻，创新创业氛围不断浓厚，高端人才生态圈进一步完善，有力推动了开放型经济、创新型经济的发展。 

此次，常州市公安局出入境管理支队在西太湖国际人才社区设立两个中心是在以往境外人员服务站基础上的一次升级，既包含为境外人员提供住宿登记申报、签证到期提醒、安全走访宣传等多种服务，还增加了移民融入的因素，依托社会力量为外籍人士提供社会常识、中国文化体验、汉语交流学习等，改变以往境外人员服务站仅提供出入境服务的模式。体现了常州市国际化事务服务的体贴和完善，而西太湖国际人才社区也在常州市国际化的进程中发挥着不可磨灭的作用。不仅让外国人在常州体会到宾至如归的感觉，也让常州的国际化名片更加闪亮，从而吸引更多的国际人才助力常州的发展。

Xitaihu Lake Community is the first international community in Changzhou built by Management Committee of Xitaihu Science and Technology Industry Park, which implements urban positioning of "International Smart manufacturing City Yangtze River Delta hub" and the "532" development strategy. Since the opening in May this year, a number of domestic and foreign innovation and entrepreneurship talents and service institutions have settled in one after another, the innovation and entrepreneurship atmosphere has been continuously strong, and the ecosystem of high-end talents has been further improved, which has effectively promoted the development of open economy and innovative economy.  

Changzhou Entry-Exit Administration set up two centers in Xitaihu Lake Community, which is an upgrade on the basis of the previous service stations for overseas expats. It not only provides a variety of services for personnel, such as accommodation registration and declaration, visa expiration reminder, safety visit publicity and so on, but also increases the factor of immigration integration, Rely on social forces to provide expats with social knowledge, Chinese cultural experiences and Chinese language learning, and change the previous mode that overseas personnel service stations only provide entry-exit services. It reflects the considerate and perfect international affairs service of Changzhou, and Xitaihu Lake Community also plays an indelible role in the process of internationalization of city. It not only makes expats feel home here, but also makes Changzhou's more international, so as to attract more high end talents to support city's development.
